1. After a year's internship at the gigantic All-Aglow Nuclear Power Plant, where Safety and Loss Control are paramount concerns of the management and work force, you graduate from WVU with a Master's in Safety Management. Upon graduation you take a job at Mom & Pop's Nuclear Power Plant, a much smaller operation. While Mom and Pop have long established ‘traditional’ safety programs, their incidence rate has been stable for the past 5 years at a level higher than desired. As with all small operations, they are on the financial edge and need to reduce costs. Your job as the Safety Manager is to improve the safety program. You know, however, that with an effective loss control program you can do much more - and your goal is to not only to improve safety, but also to make the safety department a "profit center" which will save the company lots of money. You decide that your first step is to establish a behavior based safety program that will improve worker performance as well as safety. You have to convince Mom and Pop why a behavior based program is desirable. Describe the how you would 1) convince CEO ‘Pop" and Treasurer ‘Mom’ to approve a behavior-based program, 2) how you would establish the program and 3) what would be involved in the program. [40 pts.]

2. After six months on the job you are shocked to find that the maintenance program at Mom & Pop's is a merely a "Crash and Burn’ approach. You want the maintenance department to institute an effective maintenance management program. You arrange a joint meeting with Pop, Mom, the Production Manager, and the Chief of Maintenance to discuss the issue. What type of maintenance management program would you propose, why would you propose it, and what points would you use to convince production, maintenance, budget and the CEO that it would be a good approach. (25 pts.)

3. You notice a lot of property damage at Mom and Pop’s and you need to convince management and labor that property damage control is a vital part of both loss control AND safety? 1) What would you tell supervisors and workers, 2) what procedures would you use to identify and correct property damage loss control problems, and 3) how would these procedures differ from loss control for personnel? (20 pts.)

4. After an incident where some of Mom and Pop’s drivers dumped nuclear waste in the near by Mutant River [Giving new emphasis to the river’s name] you decide that you want out of the Power Plant and you take a job with gigantic Fly-By-Night Auto Supply. You soon notice that the company, which ‘Greasy Fingers’ Smith started when he got out of prison with his lawyers [Dewey, Cheetum and Howe] in a condemned building, has no insurance coverage. Since Fly-By-Night has lost several buildings to fire, and is in constant litigation with irate customers [not to mention unknowing suppliers] you decide that a god way to transfer risk is by the use of insurance. Describe the types of insurance you would obtain, and what information you would prepare for the loss control representative whom will report to the insurance company? (25 pts.)

5. In a large company like Fly-By-Night there are lots of problems and much information to communicate. You find that Greasy Fingers has a lot of ‘yes men’ working for him and they tend to use the same solutions to long festering problems time-and-time-again. All information is passed on to employees via the company bulletin boards, which are located near the time clocks in the employee’s dining room. What would you tell Greasy Fingers about communications and problem solving, and how would you improve communication to Fly-By-Night employees? (20 pts.)

6. Choice Question - answer EITHER A or B? (20 pts.)

A. Many of the workers at Fly-By-Night constantly complain about their shift schedules. The company must work around the clock, seven day's a week, and they currently use a six on, three off, rotating shift schedule with workers getting days off on the weekend and on week days. Workers may use the company cafeteria where hot meals are available at lunchtime, Monday three Friday, and vending machines provide a cold sandwiches and soft drinks from 8 am until midnight seven days a week. There are complaints about fatigue, stomach ailments and family problems with this schedule. If you were going to design a shift schedule for the Fly-By-Night, what factors would you need to take in to consideration, what type of shift would you recommend, and what arguments would you give to management to convince them to adopt your recommendations?

B. After a year on the job at Fly-By-Night, you notice that the company has a fairly high number of problem and troubled employees and it is obvious that neither top level management or line supervisors know how to deal with these folks. The approach that seems to be used is that supervisors ignore the problem as long as possible, but when upper management determines that a problem exists they try to fire the employee as quickly as possible. You develop a plan for dealing with these employees that you feel will save the company money, as well as improving productivity and morale. Describe your approach and how you would train supervisors to better handle employees who cause trouble and/or are not productive because of personal or job factors.
